Comments on Form LD-203

The Alliance for Justice issued comments to the House and Senate in response to a request for comments concerning Form LD-203, used by lobbying entities and individual lobbyist to report certain contributions under section 203(a) of the Honest Leadership and Open Government Act of 2007 (HLOGA). The comments reference the revised Lobby Disclosure Act (LDA) guidance issued July 16, 2008.

Nonprofits File Lawsuit after Secretary of State Orders Them to Register as Political Committees

Two nonprofit organizations that engaged in a direct mail campaign targeting a group of state legislators sued the New Mexico Secretary of State for requiring that they register as political committees. The lawsuit was filed by the Center for Civic Policy and Southwest Organizing Project. Before the June primary, the groups send out fliers addressing several lawmakers' voting records, and all but one was up for re-election.

Dangerous Partnership: Humanitarian Aid Groups and the Military

A new plan outlined by the Department of Defense (DoD) and USAID that forces humanitarian groups to collaborate with the military is being called "potentially lethal" by critics of the plan. Representatives from organizations, including InterAction, CARE and International Relief and Development, are outraged at the new policy that they believe will reduce the effectiveness of charitable groups from providing urgently needed aid as they will be too closely connected to the military.

FEC Approves Bundling Rule

The Federal Election Commission (FEC) unanimously approved a rule for campaign contributions bundled by lobbyists. The proposed rule was only released for public viewing instantly before the hearing. The Honest Leadership and Open Government Act require committees to disclose lobbyists who collect fundraising checks totaling more than $15,000. The rule will not go into effect until sometime next year and the FEC commissioners still need to approve an explanation for the approved rule.

Exhibits and Transcripts from the Second HLF Trial

Bush Takes Last-Minute Shot at Reproductive Health

Today, the Department of Health and Human Services unveiled a controversial final rule which gives health care providers the right to refuse to provide women with access to or information about reproductive health services, if the provider objects on moral or religious grounds. The rule requires providers receiving federal funding to certify in writing that they are complying with laws intended to preserve individuals' right of conscience. New Report Makes Recommendations to Improve Communications with Congress

The Congressional Management Foundation (CMF) has released a report Communicating with Congress: Recommendations for Improving the Democratic Dialogue. In June CMF released a draft version of this report and requested that interested stakeholders review the recommendations and submit comments. The report provides some recommendations to every stakeholder, including citizens, Members of Congress, advocacy groups, and congressional offices.

Groups Urge Changes to Strengthen House Ethics Rules

In letters sent to House Speaker Nancy Pelosi (D-CA) and Republican Leader John Boehner (R-OH), the Campaign Legal Center and other groups strongly urged that changes are made to House ethics rules in regards to when members negotiate for a new job. The organizations included the Campaign Legal Center, Common Cause, Democracy 21, the League of Women Voters, Public Citizen and U.S. PIRG.
