On Jan. 16 the House Office of the Clerk and the Secretary of the Senate published revised guidance for complying with the Lobbying Disclosure Act (LDA), as updated by the Honest Leadership and Open Government Act of 2007 (HLOGA). It applies to any organization that registers under the LDA.

FEC Holds Two Day Hearing

The Federal Elections Commission (FEC) held its hearing on Jan. 14th and 15th on the agency's performance, policies, and procedures. RollCall ($$) called it a "marathon bloodletting" for new chairman Steven Walther. The two day public hearings follow a public comment period, during which OMB Watch filed comments. The comment period will be reopened, so if you missed out the first time you will have another chance.

White House Touts Achievements of Faith-Based Office

On Jan. 12, the White House released a report asserting that its office of Faith-Based and Community Initiatives has been a success. The report titled "Innovations in Compassion The Faith-Based and Community Initiative: A Final Report to the Armies of Compassion," detailing the expanding federal partnerships with faith-based and other community organizations. Overall, the report maintains that because of the program and the increase in funding to faith-based nonprofits, thousands of lives have been improved.

Federal Panel Upholds Georgia Voter ID Law

A federal panel recently upheld a Georgia law that requires individuals to present a government issued ID when they cast their vote. Democrats were against the law because they feel that it may disenfranchise minority and low-income voters. Supporters of the law argued that it would prevent voter fraud. No evidence was presented, however, that indicates that voter fraud is a major problem in Georgia.

Congress on YouTube

YouTube has joined with Congress to release two new Web pages, one for the House and one for the Senate, where every lawmaker will be able to create their own video channel. Some members of Congress already have channels, but this portal may encourage more to do the same. The site can also be a way to promote members' agendas and a way for citizens to interact with Congress. The House and Senate pages will highlight different members and host events, such as community chats.

Update: Commission Says Targeted Charity Clean

As previously reported , Barclays bank remains determined to shut down the account of the Bradford based charity, Ummah Welfare Trust (UWT), but extended the deadline for closure by 21 days. The closure of the account will translate into a 30% loss of the charity's revenue which comes from direct debits and untraceable anonymous donors.

War Powers Commission Bill Announced

A bill for establishing a National Commission on Presidential War Powers and Civil Liberties has been submitted to committees for further action. Co-sponsored by several Representatives, the Commission will investigate the Bush administration's "broad range of policies…that were undertaken under claims of unreviewable war powers."

Court: Penalizing Humanitarian Aid is Unconstitutional

The Court of Appeals for the Ninth Circuit upheld a ruling declaring the statute making it a crime to provide "material support or resources" to any group designated a "foreign terrorist organization" as unconstitutional. The decision reaffirmed that previous attempts to adjust the statute failed to do so.
