Bipartisan Consensus Forming on CPSC Reform

Although differences between the House and Senate still exist, Congress is moving toward a bipartisan agreement on major reforms to the Consumer Product Safety Commission (CPSC). Bills from each chamber need to be reconciled, but if Congress can agree on a single proposal, it will set up a showdown with the Bush administration over new provisions intended to expand consumer protections by revitalizing the CPSC.

Vota-Round-Up, II: Earmarks Moratorium Loses

A bid by Sen. Jim DeMint (R-SC) to ban the practice of earmarking for one year measure failed on a vote of 29-71. The amendment fell on a procedural vote after a point of order, which required 60 votes to waive, was raised against it because it was ruled "non-germane" to the budget resolution. Presidential candidates John McCain, Hillary Clinton, and Barack Obama all voted in favor of the amendment. Other than Clinton and Obama, Sen. Russ Feingold (D-WI) the only Democrat to support the measure. GOP Senator were split, 26-23.

Democrats Pass Budget in House & Senate

The House and Senate successfully passed their versions of the FY 2009 budget resolution yesterday. The House passed their spending outline on a mostly party-line vote 212 - 207 and the Senate passed their version early this morning 51 - 44 (roll call not available yet). Sixteen Democrats in the House opposed the budget along with all Republicans and in the Senate, Sens. Olympia Snowe (R-ME) and Susan Collins (R-ME) supported the budget, while Sen. Evan Bayh (D-IN) opposed it.

Federal Contract Bidding: It's Complicated

Last week, we noted that Sen. John McCain (R-AZ) played a role in killing the Air Force's deal with Boeing to provide tanker planes. Citing corruption in the original bidding process as the reason for his intervention into the deal, McCain said: All I asked for in this situation was a fair competition...I never weighed in for or against anybody that competed for the contract. "Contractor" Classification Worth Over $190 Billion to Blackwater

The Boston Globe: In letters to the Internal Revenue Service, the Small Business Administration, and the Labor Department, [House Oversight Committee Chairman Henry] Waxman, Democrat of California, questioned Blackwater's classification of its workers as independent contractors instead of employees. That designation, which the government has questioned in the past, allowed the company to obtain $144 million in contracts set aside for small businesses and avoid paying as much as $50 million in withholding taxes under State Department contracts, he said.
