WHAT DO YOU THINK ABOUT TAX AND BUDGET PRIORITIES? Over the past months, nonprofits from across the country have been telling us about the adverse consequences of federal and state budget cuts. OMB Watch is issuing a call to action to nonprofits for a long-term campaign to take the offensive on tax and budget issues - a campaign about what we are for, not just what we are against. Three main elements of this campaign might include: 1) fair tax policies that provide adequate revenue, 2) support for vital government services and investments, and 3) a re-examination of the positive role of the federal government. Now we want to hear from you. We are conducting an exciting new Internet survey.

Lost revenue from tax evasion

The nation is loosing up to $40 billion in revenue per year from tax avoidance, according to a story in today's Washington Post.

The story also indicates that "...efforts to shift resources to the problem have slowed considerably, even as the extent of the problem has unfolded."

In fact, according to the story, last year the IRS commissioner admitted that "79 percent of identified taxpayers who use abusive devices such as offshore accounts are not pursued."

Estate-tax planners on giving

Many estate tax planners are worried about the effect a repeal would have on charitable giving (see story below).

In this story, there was also quote from a lawyer saying that "Some studies suggest that repeal would decrease the amount given at death, while others seem to show that by removing the tax burden, there may be more discretionary assets available for planned giving." (Emphasis added)

This is a very standard kind of statement made by people who wish to deny the harmful affects an estate tax repeal would have on charities.

Internet Tax Moratorium Expires

Legislation that prohibits states and localities from taxing the fee a user pays to an Internet Service Provider (ISP) to connect to the Internet expired Nov. 1, 2003.

Internet Taxation and the State Fiscal Picture

The extension of the Internet services’ sales tax ban is due to expire November 1. However concerns remain, especially given the dire fiscal straits of most states. Besides making the ban permanent, the definition of the services that would be exempt from taxation is being expanded. The proposal under consideration also eliminates a "grandfather" clause that allowed state and local sales taxes on Internet access to continue in eleven states.
