CARE Act Update

Sen. Rick Santorum (R-PA), a co-sponsor of the CARE Act, told BNA last week about an effort to resolve one major difference between the House and Senate versions of the bill- offsets to make up for lost revenue from expanded tax deductions for charities.

FEC Begins Implementing Ban on Electioneering Communications

Nonprofits that are not exempt under Section 501(c)(3) of the tax code will have to comply with new restrictions on using names of federal candidates in paid advertising. The Federal Election Commission (FEC) recently published a schedule of state-by-state dates for implementation for presidential and congressional primary and general elections.

House Committee Seeks Info on Election Activities of Nonprofits

The House Administration Committee scheduled a Nov. 11 hearing to investigate the ways in which political action committees (PACs) are using soft money after passage of the Bipartisan Campaign Reform Act of 2002 (BCRA). Chair Bob Ney (R-OH) issued a news release saying, “In recent months, many of us in the Congress have watched with increasing concern as organizations have been formed in the wake of BCRA with the apparent intent of using soft money to influence federal elections -- something which the Bipartisan Campaign Reform Act purported to ban.”

Contrary to Bush's Belief: Faith-based Organizations are Not Better Social Service Providers

The first academic study comparing the effectiveness of faith-based and secular providers of social services was released this month. It showed in one area – job training – secular groups were more effective than faith-based groups. But the research notes that broad conclusions can not be reached yet.

HHS Proposes Survey of Head Start Salaries

On Nov. 13, the Dept. of Health and Human Services (HHS) published a request for comments in the Federal Register stating their intention to survey all 2,700 Head Start grantees in the country about salaries and benefits of their employees. The survey is in response to a request from members of the House Education and Workforce Committee, which asked for a “review of the financial management of Head Start grantees nationwide.”

House Members Object to Conservation Measure in CARE Act

Another contentious issue has been added to the list of items that must be worked out before the CARE Act can go to conference committee. Last week 27 Republican House members signed a letter opposing a conservation tax incentive included in the Senate version of the bill.

Scientists Threatened with ?Ideological Shackles?

In early October, congressional Republicans sent a list to the National Institutes of Health (NIH) identifying more than 150 scientists with grants to conduct research on HIV and sexual behavior. NIH responded by contacting these researchers, apparently to put the agency in better position to defend the grants. Soon after this began, some of these researchers alerted Rep. Henry Waxman (D-CA) -- who has created a web site on political influence over science -- and expressed fear of losing their funding.
