A proposed rule is a rule drafted by an agency and published in the Federal Register after review by the Office of Information and Regulatory Affairs (OIRA). In the Unified Agenda, rules in the "Proposed Rules Stage" are rules that the agency is planning to publish as a Notice of Proposed Rulemaking or to close the NPRM Comment Period as the next step in the rulemaking process.
