Senate Vote Gives DHS Power to Waive All Law

First the House and now the Senate: the Senate has just voted to pass the Iraq war supplemental, to which the House attached an immigration rider that includes a section giving Homeland Security the power to waive all law. The White House will certainly sign it into law.

Senate Vote Gives Homeland Security Power to Waive All Law

In passing the Iraq War Supplemental today, the Senate also gave the Secretary of Homeland Security the power to waive any and all law in the course of building roads and barriers along the U.S. borders -- without limit and with no checks and balances. The measure is part of the "REAL ID Act of 2005," the controversial immigration bill attached by the House as a rider to the Iraq war supplemental.

OIRA, Industry Meet over MSHA's Asbestos Rule

The Office of Information and Regulatory Affairs and the Mine Safety and Health Administration href="http://www.whitehouse.gov/omb/oira/1219/meetings/434.html">have met with representatives from the National Stone, Sand and Gravel Association over an MSHA proposed rule governing asbestos. According to MSHA's href="http://frwebgate4.access.gpo.gov/cgi-bin/waisgate.cgi?WAISdocID=758892 5993+1+0+0&WAISaction=retrieve">Regulatory Plan, released in December, the agency is planning on reducing the permissible exposure level for asbestos in an upcoming rulemaking.

Ney Looking at Meehan's Lobby Reform Bill

House Administration Chairman Ney said this afternoon he has given serious attention to a lobbying reform plan offered by Rep. Martin Meehan, D-Mass., and said he wants to establish electronic filing in the House for lobbyists and to clarify the rules on member travel. "I think there is a lot of common ground here, and I think there are some places where I would strengthen some of his proposals," Ney said in an interview. Ney said he finds Meehan "genuine" about the proposal first introduced last week with Rep. Rahm Emanuel, D-Ill.

Mark-up of 527 Fairness Act Scheduled

Thursday, May 19, 2005 10:00 AM 1310 Longworth House Office Building Mark-up of H.R. 1316 The 527 Fairness Act of 2005 So House Admin has rescheduled the markup, but have decided to go with Pence-Wynn instead of the 527 Reform Bill. The Senate decided to markup the Reform Bill and stick provisions (which roll back parts of BCRA) from Pence-Wynn into the bill. Now of course, the sponsors are not happy and are considering introducing their original bill as a substitute on the floor!

EPA Halts Rulemaking to Prevent Childhood Lead-Poisoning

According to a letter from several minority representatives to EPA Administrator Stephen Johnson, EPA has decided to stop work on a regulation to protect children and construction workers against lead poisoning from building renovation and remodeling.

What Lies Ahead in the Budget Process

Congress recently approved a budget resolution, and now it is up to Senate and House appropriators to write spending bills funding discretionary programs (both defense and domestic). At the same time, other authorizing committees will be working to "find savings" from mandatory programs, as this budget resolution contains reconciliation instructions requiring severe reductions in mandatory spending. The Coalition on Human Needs has put together a good two-page memo outlining what is in the budget resolution and how it will affect specific mandatory programs. Boehner Threatens to Strip Hiring Provisions from Head Start

On May 5th, House Republicans introduced their version of Head Start reauthorization. Currently, the hiring provisions remain in-tact, but Rep.
