House Administration Chairman Ney said this afternoon he has given serious attention to a lobbying reform plan offered by Rep. Martin Meehan, D-Mass., and said he wants to establish electronic filing in the House for lobbyists and to clarify the rules on member travel. "I think there is a lot of common ground here, and I think there are some places where I would strengthen some of his proposals," Ney said in an interview. Ney said he finds Meehan "genuine" about the proposal first introduced last week with Rep. Rahm Emanuel, D-Ill. Meehan has introduced the bill, but has not yet filed it. It is expected to be filed tonight or tomorrow.
