Congress on YouTube

YouTube has joined with Congress to release two new Web pages, one for the House and one for the Senate, where every lawmaker will be able to create their own video channel. Some members of Congress already have channels, but this portal may encourage more to do the same. The site can also be a way to promote members' agendas and a way for citizens to interact with Congress. The House and Senate pages will highlight different members and host events, such as community chats.

Associations Release Recommendations for Obama, Congress, to Strengthen Nonprofit Sector

Public Comments Ask FEC to Clarify, Simplify Campaign Finance Rules

After seeking public comments on ways to improve campaign finance regulation, enforcement, and compliance, the Federal Election Commission (FEC) heard a common theme: its rules and procedures can hinder nonprofits and small organizations from effectively participating in the political process. Nonprofits, including OMB Watch, recommended improvements that the FEC can make to ensure that all groups can fully participate in our democracy. A public hearing on the rules will be held on Jan. 14.

The Federal Election Commission (FEC) will hold a public hearing on Jan. 14, 2009 on ways to improve compliance, policies, and enforcement procedures. Written comments were due on Jan. 5 and have been posted on the FEC website.

Final HHS Rule for HIV/AIDS Grantees

In April OMB Watch submitted comments on a proposed rule for international HIV/AIDS grantees. The rule requires such grantees to choose between adopting government policy for their entire organizations and setting up completely separate affiliated organizations. The recipients must submit certification of their policy opposing prostitution and sex trafficking, or have to under go the process of forming a separate entity.

House Releases New Rules Package

The House rules package for the 111th Congress released today (Jan. 6) includes only one change to House ethics rules. Last month groups called for specific House ethics changes, however, the package is not as extensive as they may have hoped. Majority Leader Steny Hoyer (D-MD) has a fact sheet on the changes.

IRS Posts Final Form 990 and Instructions

The Internal Revenue Service (IRS) posted the final Form 990 and the related instructions on its Web site. The materials are located on the General Forms and Instructions page. Several of the schedules or related instructions are missing at this time, including Schedule C on political activity.

Comments on Form LD-203

The Alliance for Justice issued comments to the House and Senate in response to a request for comments concerning Form LD-203, used by lobbying entities and individual lobbyist to report certain contributions under section 203(a) of the Honest Leadership and Open Government Act of 2007 (HLOGA). The comments reference the revised Lobby Disclosure Act (LDA) guidance issued July 16, 2008.

Nonprofits File Lawsuit after Secretary of State Orders Them to Register as Political Committees

Two nonprofit organizations that engaged in a direct mail campaign targeting a group of state legislators sued the New Mexico Secretary of State for requiring that they register as political committees. The lawsuit was filed by the Center for Civic Policy and Southwest Organizing Project. Before the June primary, the groups send out fliers addressing several lawmakers' voting records, and all but one was up for re-election.

FEC Approves Bundling Rule

The Federal Election Commission (FEC) unanimously approved a rule for campaign contributions bundled by lobbyists. The proposed rule was only released for public viewing instantly before the hearing. The Honest Leadership and Open Government Act require committees to disclose lobbyists who collect fundraising checks totaling more than $15,000. The rule will not go into effect until sometime next year and the FEC commissioners still need to approve an explanation for the approved rule.
