"Compassion Capital Fund" May Fund Think Tank

The Senate version of the Departments of Labor, Health and Human Services and Education appropriations contains money for the Bush Administration's "Compassion Capital Fund," which could grant money to faith-based organizations for service provision. The bill (S. 1536), which is scheduled to be taken up on Tuesday, contains a provision for $89 million for the fund, as well as at least $33 million to be used on other faith-based programs (including "maternity group homes").

White House Releases Report on Faith-Based and Community Organizations

On August 16, the White House released a report on barriers faith-based and community organizations face in participating in federal social service programs. The report was required by President Bush's January 29 Executive Order creating five federal Centers for Faith-Based and Community Initiatives. Following up on the release, the Pew Forum on Religion and Public Life held an event on August 17 with a panel of experts to react to the report. The panel provided a mixed reaction to the White House report, Unlevel Playing Field.

House Passes H.R. 7, The Community Solutions Act

The House has passed HR 7, the "Community Solutions Act" by a vote of 233-198. 15 Democrats voted for the bill, and 4 Republicans voted against it. A Democratic alternative that addressed some of the civil rights and discrimination problems in the bill was defeated 261-168. This alternative would also have prohibited religious organizations who provide federally funded programs from engaging in sectarian activities at the same time. A motion to recommit the bill to the Judiciary Committee with instructions to remove language that allows discrimination also failed on a vote of 234-195.

Faith-Based Initiative Moves to House Floor

The President's faith-based initiative, the Community Solutions Act (H.R. 7), will be going to the House floor Wednesday, July 18. This is a bad bill that should never become law. Even if you have no position on "charitable choice" – the notion of giving religious congregations federal funds and relaxing federal rules – the major charitable giving provisions have become so watered down and extract such a huge fiscal limitation that they are not worth it. This analysis provides a summary of the bill as it goes to the House floor and the political outlook for the bill.

Administration Signals Changes to Charitable Choice Prpopsals

The Senate Judiciary Committee's hearing on the legal implications of charitable choice legislation was held last Wednesday (June 6th) in the midst of the switch from Republican to Democratic leadership. The hearing adjourned temporarily as the Senate leadership changed, and when it resumed only Sen. Charles Schumer (D-NY), who is not the chair, was present for the remainder of the hearing.

A summary of recent events relating to the Administration's Faith-Based Initiative In the opening skirmish of what is likely to be a protracted battle, the American Jewish Congress has filed suit seeking a permanent injunction against implementation of a state-funded job-training program in California that is open only to faith-based service providers. This suit comes on the heels of a confirmation by the Department of Health and Human Services (HHS) that an HIV and drug abuse prevention program funded by HHS has also been restricted to faith-based groups.
