Miriam Nisbet Appointed as OGIS Director

Today, the National Archives and Records Administration (NARA) announced the appointment of Miriam Nisbet as the director of the newly established Office of Government Information Services (OGIS).  This long-awaited appointment is welcome news.  OGIS is now a leap closer to coming into full operation.

Nisbet enters the position coming from UNESCO’s Information for All Program.  Nisbet served as the legislative counsel for the American Library Association from 1999-2007.  Prior to that, she was the Deputy Director of the Justice Department’s Office of Information Privacy.

URGENT: Graham and Lieberman Attempt to Spread Torture Photo Exemption Like a Virus

Senators Graham (R-SC) and Lieberman (I-CT) have now attached their amendment to exempt photos of detainees in U.S. custody from the Freedom of Information Act to a bill meant to enable the FDA to regulate tobacco.  Please contact your Senator today and urge them to not support this amendment and stress the importance of FOIA.

BREAKING: Open Government Directive to be Open for Public Comment Next Week

Next week, Aneesh Chopra, who has been appointed though not yet confirmed as Chief Technology Officer, will issue long-awaited recommendations for the Open Government Directive.  Sources indicate that the recommendations will be open to public comment through unspecified new media conduits.  While a nice gesture, I worry that the vague and apparently last minute plans for gathering public input will fall short of the more collaborative and participatory process that the administration has been promising.

DOJ Gives FOIA Memo a Little More Bite

On April 17, the Office of Information Policy (OIP) at the Justice Department (DOJ) issued new guidance that expands upon the March 2009 FOIA memo by Eric Holder.  The OIP assessed the impact of Holder’s new guidelines as “a sea change in the way transparency is viewed across the government” and that implementation would require agencies to “review all aspects of their approach to transparency.”  The OIP further defined some of the accountability statements of the memo.

BREAKING: New FOIA Memo Released During Sunshine Week

The Obama Administration has approved a new set of guidelines concerning implementation of the Freedom of Information Act.  This memo replaces the aging Ashcroft memo and its antiquated transparency principles.  In fulfillment of President Obama’s Jan. 21 order, the DOJ has acted with impressive speed and emphasis - this memo shows great promise for government openness and the public’s ability to access government information.

New Edition of Government Access Guide Available Online to Citizens

The Reporters Committee for Freedom of the Press (RCFP) published the tenth edition of the “Federal Open Government Guide” this week.  The guide provides resources to assist citizens to better understand and utilize the Freedom of Information Act.
