Our History

  1. OMB Watch (Center for Effective Government as of January 2012) was founded by Gary Bass in 1983. Within months, it had a staff of three people: David Plocher (who now works at the GAO), Shannon Ferguson, and Gary Bass. None of the staff were paid regularly. We used a Radio Shack TRS-80 computer with 8-inch floppy drives to publish a newsletter and alerts. Our main focus was shining a light on the Office of Management and Budget.

Rick Trilsch: Director of Finance and Administration

Rick Trilsch is Director of Finance and Administration at the Center for Effective Government and joined the organization in March 2012. Working closely with the Center for Effective Government staff, Rick leads the organization’s financial operations, technology, human resources, administration, and facilities management.

Coalition and Outreach Intern, Coalition for Sensible Safeguards

The Coalition for Sensible Safeguards (CSS) is seeking an outreach intern. CSS is an alliance of over 70 organizations: from environmental, labor, and consumer advocacy organizations to research, policy, and community organizing groups. The coalition is joined in the belief that our country’s system of regulatory safeguards (clean air and water laws, worker safety laws, laws regulating Wall Street) provides a stable framework that secures our quality of life and paves the way for a sound economy that benefits us all.

  • The Center for Effective Government (CEG) was founded as OMB Watch in 1983, with a primary focus on making the work of executive branch agencies more transparent and open to citizen input. The organization changed its name in January 2013 to reflect the fact that its work has expanded over the years and that it has a new goal: an effective government that reflects the needs and priorities of the American people.
