Two recent fatal chemical plant explosions, one in Florida and one in Georgia, may have been avoided if the U.S. Occupational Safety and Health Administration had taken the advice of the Chemical Safety Board — an independent federal agency that often makes recommendations to OSHA on chemical hazards in need of regulation.
