Last week's Going, Going, PAYGONE?, below, is now apparently only a partial report on the state of play on PAYGO, according to Congress Daily. Word is that a package combining an AMT patch and the tax extenders is in the offing in the Senate. Senate Republicans continue to insist that the patch go un-offset. But a two-year extension of a set of of popular individual and business tax credits and deductions, including the state and local sales tax deduction, the Work Opportunity Tax Credit, and the Welfare-to-Work Tax Credit and the R&D credit would be offset, as required by the PAYGO rules. PAYGO would be observed, then, but perhaps only in the breach.
