The purpose of this research was to determine the extent of nonprofit involvement in the implementation of GPRA, and to gauge how seriously Congress is taking GPRA, especially in making appropriation and authorization decisions. Using GPRA to Improve Environmental Quality and the Effectiveness of the EPA (2/17/00) This paper was prepared by Shelley Metzenbaum, Ph.D., in connection with the December 1999 OMB Watch conference of environmental groups concerned with GPRA. Dr. Metzenbaum makes a compelling case that people concerned with environmental quality could use GPRA as a valuable tool to improve the performance of the EPA. The conference and paper were accomplished with support of The Pew Charitable Trust. Analysis of the Child Care and Family Self-Sufficiency Performance Measure: The Administration for Children and Families' Performance Plans Under GPRA (2/17/00): With the support of The Pew Charitable Trust, OMB Watch completed an in-depth analysis of the child care and TANF performance measures in the Administration for Children and Families' performance plan. This report should be especially useful to nonprofits working in the human needs sector, especially those evaluating agency performance measures in block grant programs. It should also be helpful to any nonprofit by listing some issues that nonprofits ought to consider in evaluating agency performance plans.
