Since the guilty plea by lobbyist Jack Abramoff, Congress has been hurriedly preparing lobby and ethics reform legislation. Unfortunately, none of the reform proposals to date offer a meaningful answer to the problem of enforcing the rules (both existing and proposed) and none create the transparency that the system so desperately needs and that could be the best corruption deterrent around. In addtion, one of the primary mechanisms through which lobbyists see their influence pay off--the system of budget earmarks--has been largely ignored. This resource page provides background, analysis and updates on these issues.
