OMB Builds Record of Rollbacks

Under the leadership of John Graham, OMB’s Office of Information and Regulatory Affairs (OIRA) is increasingly using its regulatory review authority to weaken or block health, safety, and environmental standards. In this issue of the Executive Report, we document OIRA decisions to gut a proposed standard on marine diesel emissions and weaken a final rule on hazardous waste. Previously, we reported on other efforts by OIRA to undermine protective standards, including a final rule on snowmobile emissions, as well as proposals to reduce air pollution, limit construction runoff, and protect trillions of fish that are sucked up and killed each year by power plants. The full extent of OIRA’s influence over agency decisions remains difficult to assess given severe limitations in the way data is reported. We must rely largely on tips from agency employees and other public interest organizations to build an anecdotal case. As a result, examples may come to light long after the fact. EPA’s hazardous waste rule, for instance, was finalized almost a year ago. Nonetheless, we believe it is important that these stories are told, so that OIRA can ultimately be held accountable for its actions.
