Majority Staff of the Senate Finance Committee has released a summary of the tax reconcilliation bill - including the charitable incentives.

From the Washington Post: The Senate Finance Committee has wrapped up a high-profile investigation into U.S. Muslim organizations and terrorism financing, saying it discovered nothing alarming enough to warrant new laws or other measures, officials said.

There have been many headaches for the GOP in Congress over the past two months, but one of the most public has been a battle over funding for two proposed bridges in Alaska. Funding for the so-called "bridges-to-nowhere" was included in the six year transportation reauthorization bill earlier this year (over $452 million in total), but had become a political liability to the Republican party over the past two months.

At 12:30 a.m. this morning, the Senate passed the Tax Relief Act of 2005 (S. 2020) by a vote of 64-33. The final bill contained a number of charitable reform provisions, including provisions affecting donor-advised funds and supporting organizations.
