More White House Spin

OIRA's annual draft report on the costs and benefits of regulations is now out. For whatever reason -- cynically, one might assume the election year has something to do with it, or maybe just the lack of an official OIRA administrator while John Graham's replacement is still being sought -- the White House did not use it this year as a vehicle for anti-regulatory shenanigans. No hit list; no new policy on, say, Quality-Adjusted Life Years; nope, nothing of that sort at all.

Pentagon Releases Documents Acknowledging Surveillance of Gay Groups

From the Servicemembers Legal Defense Network: The Department of Defense has released documentation confirming government surveillance of groups opposed to the military’s “Don’t Ask, Don’t Tell” law banning openly lesbian, gay and bisexual service members. The government’s TALON reports were released in response to a Freedom of Information Act (FOIA) request filed by Servicemembers Legal Defense Network (SLDN) in January. The release of the documents follows media reports indicating government surveillance of civilian groups at several universities across the country.

Indian Affairs Committee To Issue Report on Abramoff

The Senate Indian Affairs Committee will issue a report in the next two months focusing on the relationship between lobbyist Jack Abramoff and his associates with the Indian tribes they represented. The report, however, will not focus on the actions of government officials they sought to influence. The committee's focus means that two years after news of the activities of Abramoff and his allies first came to light, there is no known congressional inquiry into whether lawmakers or administration officials took improper or illegal actions on their behalf.

LSC Inspector General Investigates California Rural Legal Assistance

From the Brennan Center: LSC’s Office of the Inspector General (IG) has initiated a new investigation of LSC grantee California Rural Legal Assistance, Inc. (CRLA), the fifth investigation of CRLA in the past five years. CRLA reports that the IG disclosed in December that a complaint from Congressman Devin Nunes (R-CA) prompted the new investigation, which comes on the heels of CRLA’s successful advocacy against dairy farmers for violating labor laws.

Amendments to Bush's Budget Proposal

The OMB issued some amendments to the President's budget on April 6. The State Department, Department of Agriculture, FCC, and Smithsonian are affected by the amendments. Proprosed discretionary totals would not be affected by these amendments. Most of these amendments address salaries and expenses, or errors made in the original request.

NPP: Where Do You Tax Dollars Go?

Last week the National Priorities Project released their annual publication Where Do Your Tax Dollars Go? The publication shows how the median income family's income tax dollars are spent for every state and 200 cities, towns and counties. It also looks at the shift in how tax dollars were spent in 2005 compared with 2000. For example, NPP has found that the military's share of the income tax dollar has risen by 20 percent since 2000, while the share of spending has dropped for job training (-21 percent), environment (-19 percent), housing (-7 percent) and veteran's benefits (-2 percent).

House Inches Closer to Lobby Reform Vote

Four of the five committees tasked with lobby reform legislation have reported out the provisions their committees have jurisdiction over. A vote is expected sometime after Congress returns from spring recess. Government Reform met yesterday, approving the provisions that would require forfeiture of a portion of the government pension of any member of Congress or congressional staffer convicted of specified corruption crimes.
