Another Week's Wait on Reform in House

Monday's news lent hope that House leaders planned to introduce their own version of the Senate's Legislative Transparency and Accountability Act of 2007 this week and move it quickly to the floor sometime during the first two weeks in May. By Friday, that timetable was kicked aside: Suggesting that they are still wrestling with contentious issues in major lobbying and ethics reform legislation, House Democratic leaders have put off plans to unveil a new bill and bring it to the House floor the week of May 7.

In the Senate, Unlikely Allies on CAFE Reform

Congressional Quarterly (subscription) is reporting the Senate Commerce, Science and Transportation Committee will move forward with an ambitious proposal to improve vehicle fuel economy. The legislation, scheduled for mark-up next week, would reform the Corporate Average Fuel Economy (CAFE) standard by increasing to 35 from 27.5 the miles per gallon ratio for all passenger vehicles.

Responsibility in Lending

Responding to the subprime lending market meltdown, Charles Schumer (D-NY) is proposing legislation that would give $300 million to community groups that can help troubled borrowers restructure their mortgage debt. And not only would Shcumer's bill change some mortgage lending regulations, it asks for mortgage lenders to kick in $600 million of their funds. Of course mortgage lenders, as spoken for by Mortgage Bankers Association Chairman John M. Robbins, are having none of this.

Democrats Weigh Supp. 2.0 "A La Carte" Funding

An AP story this morning, Democrats not backing down on Iraq, not only flatly contradicts yesterday's Washington Post front-page headline, which drew a blog swat from us. It also details the short-term, "a la carte" approaches now under consideration by various House leaders. Under another a la catre plan, military functions would get funds identified as money for "troops," through Sept. 30. But it would guarantee other funding, generally described as "combat" functions, for only two months and create a mechanism for fencing off funding for those operations beyond mid-July.

Head Start Reauthorization Passes Without Stripping Civil Rights Protections

With a vote of 365-48, the House passed the Head Start reauthorization bill, and importantly without a religious hiring preference provision that would have allowed providers to hire employees based on religion. As expected, Republicans offered a motion to recommit with instructions to include the faith-based provision. According to CQ ($$), "Republicans defended the hiring amendment as "principled," calling it both a civil rights and civil liberties issue. The Democrats had another word for it: discrimination." Fortunately the motion to recommit failed with a vote of 195-222.

FEC Enforcement Drive

The Hill reports that the Federal Election Commission (FEC) will most likely rake in more money from violators than in years past; "the FEC in 2007 will exceed last year's total of $6.2 million, which in turn was more than double any previous year's collection." All have noticed more enforcement at the FEC with bringing in larger settlements. This vigorous trend started with enforcing fines on 527s that played a major role in the 2004 election. Some say that these large fines have caused some 527s to change their tax status to a 501(c)(4), avoiding the FEC and disclosing of donors.

PDUFA Update

Early yesterday, the Senate voted favorably (63-28) to end debate on the drug importation provision of the PDUFA reauthorization legislation. The rest of the day was sucked into a sort of legislative vacuum, and no further progress was made. A final vote on the amendment will occur early next week.
