OSHA Addresses Diacetyl Exposure

Diacetyl is a component of the artificial butter flavoring found in microwave popcorn. Exposure during the manufacturing process can cause a lung disease called bronchiolitis obliterans which reduces quality of life and causes premature mortality. Unfortunately, the disease has acquired the moniker "popcorn workers lung." While Congress is pushing for the Occupational Safety and Health Administration (OSHA) to issue a new regulation, the agency has taken a positive (albeit belated) step by examining regulations already on the books which could improve the situation.

Heritage Seriously Concerned About Fiscal Responsibility- NOT!

The Heritage Foundation just put out a report on the fiscal responsibility-ness of the Senate's SCHIP bill. It's stupid, but it begins with the fair point that the legislation would sunset, in 2013, the funding increases it would set up.

HSGAC OKs Nussle; Budget Cmte. Awaits Summit Outcome

This morning, the Senate Homeland Security and Governmental Affairs Committee unanimously approved Jim Nussle's nomination to serve as OMB Director. As of this hour, the Senate Budget Committee is still wrestling with whether to hold its vote in the next couple of days or, say "see in you in September." Word is expected later today, after the Congressional-White House "fiscal summit."

Senate EPW Works for the Environment, Public

Yesterday was a busy day for the Senate Environment and Public Works Committee. The panel approved legislation which would force EPA to decide on California's request to implement its own vehicle emissions standards. (More on California's request here.) The bill — introduced by Sens. Barbara Boxer (D-CA) and Bill Nelson (D-FL) — would also prevent delay from occurring in the future by giving EPA a 180 day window to decide on future requests.

House Passes Landmark Ethics & Lobbying Bill

Yesterday, the House voted overwhelmingly (411-8) to pass the Honest Leadership and Open Government Act of 2007 -- a new set of lobbying and ethics reforms of broad and, in some instances, unprecedented scope. Never before has Congress sought to require earmarks disclosure by law, for example. OMB Watch has commented frequently on this bill, most recently here, here, and here.
