Estate Tax Postponed!

Senate Majority Leader Bill Frist (R-TN) announced that Senate consideration of H.R. 8, a bill that would permanently repeal the estate tax, has been postponed so that the chamber can consider disaster-relief legislation. Before recessing for the August district work period, Frist had indicated that a vote on permanent repeal of the estate tax would take place today, September 6.

Charitable Legislation Slated for October

After a brief emergency session to consider funding for hurricane relief last week, Congress begins its busy fall schedule today. While Senate Finance Committee Chairman Charles Grassley (R-IA) and Ranking Member Max Baucus (D-MT) are still expected to introduce charitable legislation this fall, the busy September schedule may push back the introduction of the bill until October. Grassley is also a member of the Senate Judiciary Committee, which will now be considering appointments for two vacancies on the Supreme Court after the death of Chief Justice William Rehnquist.

Despite Katrina, Estate Tax Repeal Vote Goes Ahead

From BNA: Senate leadership Sept. 2 tentatively planned to proceed with a long-planned agenda for its return from an August recess, despite pleas from top Democrats to put aside a scheduled vote on estate tax reform and instead tackle the aftermath of Hurricane Katrina. Amy Call, spokeswoman for Senate Majority Bill Frist (R-Tenn.), told BNA Sept. 2 that, while the Senate intends to proceed as planned, Frist will interrupt any pending legislation whenever necessary to deal with Katrina. "Our first priority is Hurricane Katrina," she said.

The Internal Revenue Service Aug. 31 updated its electronic filing Web page for corporations and exempt organizations that must e-file in 2006. According to tax records, Bishop Eddie Long Ministries, Inc. provided him with more than $3 million in salary and benefits, including a $1.4 million 20-acre home and use of a $350,000 Bentley. N.C. Passes Lobbying Law

face="Arial">North Carolina lawmakers no longer would be able to leave public office and immediately become lobbyists under a bill (S.B. 612) approved by the state Legislature Aug. 24. Under S.B. 612, which has been sent to Gov. Mike Easley (D) for his consideration, a "cooling off" period would be imposed for the first time on public officials in North Carolina before they could become lobbyists. DKT Sues Agency over Prostitution Requirement

A U.S.-based family-planning charity is formally challenging Washington's "anti-prostitution" policy, calling it an unconstitutional infringement of speech that is undermining international efforts to stem the spread of HIV/AIDS.  The group, DKT International, filed its lawsuit in district court against the U.S. Agency for International Development (USAID) and its administrator, challenging the requirement that U.S. and foreign non-governmental organizations (NGOs) receiving USAID funding adopt a policy "explicitly opposing prostitution and sex trafficking".
