From the AP: A federal judge on Thursday barred the Bush administration from requiring nonprofit AIDS groups to sign a pledge opposing prostitution and sex trafficking in exchange for federal dollars. U.S. District Judge Emmet G. Sullivan said a law passed by Congress in 2003 violates the free-speech rights of groups such as DKT International Inc., which provides family planning and HIV/AIDS prevention programs in 11 countries. Senators Send Letter Asking for Movement on GSE Reform

Late Tuesday, twenty Senators to Majority Leader Frist and Chairman Shelby sent a letter on GSE reform. The letter asks that the Senate Banking Committee-passed GSE reform bill, S. 190, be considered by the full Senate this year. The letter was initiated by Senators Hagel, Sununu and Dole. US Judge Rules Charities Cannot Be Compelled to Speak

From the AP: A U.S. policy that forces groups fighting AIDS overseas to denounce prostitution in order to receive federal funding violates free speech rights, a judge ruled Tuesday. The Supreme Court "has repeatedly found that speech, or an agreement not to speak, cannot be compelled or coerced as a condition of participation in a government program," said U.S. District Judge Victor Marrero.

Lobby Bill Passes

Last night, the House voted 217-213 to pass HR 4975, which would change reporting and disclosure requirements for lobbyists and require earmarks to be identified with their sponsors in appropriations bills. Republicans narrowly beat back a procedural motion by the Democrats that would have allowed for consideration of the Democratic bill on the House floor.
