Pakistani Charity Investigated in London Airline Plot

See the Aug. 14 New York Times British and Pakistani investigators are trying to determine whether the group of Britons suspected of plotting to blow up as many as 10 commercial airliners may have received money raised for earthquake relief by a Pakistani charity that is a front for an Islamic militant group. The charity, Jamaat ud Dawa, which is active in the mosques of Britain’s largest cities, played a significant role in carrying out relief efforts after last October’s earthquake in Pakistani-controlled Kashmir.

Bush Administration Shuts Down Saudi-based Charity

According to the AP: The Bush administration took steps Thursday to financially incapacitate branches of a Saudi-based Islamic charity and one of its high-ranking officials for allegedly helping al-Qaida bankroll terrorist acts. The Treasury Department's action is directed at the Philippine and Indonesian offices of the International Islamic Relief Organization. The charity has operations in more than 20 countries in Africa, Europe, Asia and the Middle East, the department said. For more on the story, click here.

CFC Proposed Rule Doesn't Impact Advocacy Rights

The Office of Personnel Management (OPM) has proposed changes to the eligibility requirements, the public accountability standards, and to other parts of the current Combined Federal Campaign (CFC) regulations found at Part 950 of title 5 of the Code of Federal Regulations. The proposed changes are intended to streamline the eligibility requirements, the public accountability standards, and other administrative requirements to reduce the burden on charitable organizations seeking to qualify for the CFC.

Muslim Charity's Prosecution Reveals Questionable Evidence

Criminal prosecution of the Holy Land Foundation (HLF), a Texas-based Muslim charity shut down by the U.S. Treasury Department in 2001, has provided a glimpse into the government's use of evidence to justify seizure and freezing of charitable assets in the name of the war of terrorism. Pre-trial filings shows sanctions have been imposed against charities and their officials for contacting organizations that are not designated by the government as supporters of terrorism. The case also appears to depend on questionable foreign intelligence information and faulty translations.
