Earmark Dispute Delays Lobbying and Ethics Legislation

Congress has now returned from the July 4th recess and efforts to send lobbying and ethics legislation into conference committee were once again blocked. These events are a repeat of what occurred right before the recess. The Politico reports on the struggle Democratic leaders will face, especially from Senator Jim DeMint (R-SC) who is insisting that the earmark disclosure provision is not altered during conference. However, Democrats simply see this as a means to block the ethics reform bill.

House Votes to Stop Funding for Bush's Regulatory Changes

The House passed an appropriations bill June 28 that prevents parts of the executive branch from spending Fiscal Year 2008 funds on the implementation of President George W. Bush's controversial executive order amending the regulatory process. The Financial Services and General Government Appropriations Act, FY 2008, (H.R. 2829) was amended by voice vote late on the night of June 27 and was passed the next day. The bill provides funding for everything from the Treasury Department and the Executive Office of the President to the Federal Election Commission and the U.S. Tax Court.

On May 24, the House adopted H.R. 2316, the Honest Leadership and Open Government Act of 2007 (aka, the lobbying and ethics bill), in a lop-sided 396-22 vote. The Senate passed S. 1, its own version of the bill back on January 18 almost unanimously, 96-2.
