Another below average GDP report

The Bureau of Economic analysis announced Real GDP grew at a 2.4% annual rate in the second quarter of 2003. This is below the 3.2% average over the past 10 years.

Unfortunately, if you take out federal spending on national defense, the economy only grew at a 0.7% rate.

Call to Investigate DARPA's Futures Trading Project

Pentagon preparations to launch an online futures trading project, the Policy Analysis Market (PAM), were revealed yesterday by a number of media sources. The project would allow anonymous users to speculate and profit on terrorist attacks, assassinations, and coups. After an immediate outcry by a number of individuals, including Sens. Dorgan (D-ND) and Wyden (D-OR), the Pentagon shut down the website hosting the trading project.

Public Comments Sought for Online Federal Contract Pilot

In a June Federal Register notice, the General Service Administration (GSA) announced a planned pilot project to make Federal contracts publicly available online. The project would require all federal departments and agencies to post contracts on the Internet. This proposal signals a major attempt to increase the level of transparency and accountability in the contract process. Public comments are sought by GSA in order to set priorities for the project.
