Too Much Spending? Or Not Enough?

Only 9 billion dollars separates the House and the Senate Budget Committee FY 2003 discretionary spending totals, but this small divide has been widened by continuing efforts to limit spending on domestic programs. Each of the budget proposals that has been put forth calls for reductions in this year’s real per capita spending from last year’s levels. Yet a recent analysis from the Center on Budget and Policy Priorities (CBPP) argues that we are nowhere near a discretionary “spending explosion,” in either domestic or military spending.

Increasing Poverty And More Uninsured In The US

About the Senate Budget Process Rules

One reason the nonprofit community was able to stop permanent repeal of the estate tax is that Sen. Phil Gramm (R-TX) needed 60 votes in the Senate, rather than just a "simple majority" of 51 votes. With the expiration of key Senate budget rules on October 1, however, the Senate may lose this key feature that helped earn it the title of "the world’s greatest deliberative body."

OMB?S Mid-Session Budget Review: Rosey Pays Another White House Visit

It comes as no surprise that the budget review issued by the Office of Management and Budget on July 19, 2002, shows a higher deficit for 2002 than predicted in its February 2002 report—from a $106 billion to a $165 billion deficit. In spite of the increasing deficit, OMB is optimistic about a quick return to budget surpluses in 2005, which are estimated to continue to increase over the next decade. In other words, according to OMB, this has been a rough time, but the President’s economic and fiscal policies, particularly the tax cut, insure that the long-term outlook couldn’t be better.

OMB Watch Opposes Bush Tax Cuts

OMB Watch, a nonprofit research and advocacy group that seeks to promote government accountability and citizen participation, strongly supports the Fair Taxes for All Coalition in its opposition to the Bush tax cut proposal. The Bush tax cut plan is inequitable and too expensive. It will primarily benefit the wealthiest Americans and the cost will unwisely use up the budget surplus without properly investing in our future. In fact, the Bush tax plan is likely to cause actual cuts in important government services and activities that benefit us all.

Playing Chicken Over Social Security's Future

By now it should be obvious to everyone, including Congress, that it is not possible to adhere to the budget limits (caps) on discretionary spending and pass realistic spending bills for FY 2000, at least not without resorting to accounting gimmicks and trickery. Sticking to the caps means drastic and politically unfeasible cuts. This should be good news for advocates who have been arguing all along that staying within the budget caps would severely slash important spending needs, including education, health, environmental protection, housing, and a score of other beneficial programs, especially those upon which low to mid-income Americans depend.

House-Passed Superwaiver is Even Worse Than Earlier Versions

The Administration's "superwaiver" proposal that passed the House on May 16 as part of welfare reform (H.R. 4737) would provide cabinet secretaries with new, far-reaching authority to approve state applications to waive federal laws and regulations affecting a number of programs -- even more than earlier versions indicated.

Super-Waiver Update

The "super-waiver" has made its way through both the House Ways and Means Committee and the Committee on Education and the Workforce. The two bills will have to be joined in the Rules Committee and will likely be on the House floor the week of May 13. The current list of programs eligible for the super-waiver remains small but significant -- CCDBG, TANF, SSBG, the Adult Education and Family Literacy Act, Wagner-Peyser (Employment Services), and the Job Opportunities for Low-Income Individuals program ? and it is possible that other programs could be added.

Update: Super-Waiver is the Wrong Tool for the Job

Since being introduced as part of the TANF reauthorization bills earlier this month, the President’s "super-waiver" provision has undergone several significant revisions. The original provisions included in Rep. Wally Herger's (R-CA) H.R. 4090, and Rep. Buck McKeon's (R-CA) H.R. 4092, TANF bills allowed for governors to request a waiver of any statute or rule applied to any program in the Departments of Labor, HHS, and Education. All that would be required of the governor was a proposal showing how the waiver was neutral in cost. The Secretary of the petitioned department would have 90 days to sign off on the proposal, and if the state received no response within 90 days, the proposal could be deemed approved.
