The Center for Effective Government (formerly OMB Watch) seeks a Director of Regulatory Policy to lead a team of two analysts in promoting a more effective regulatory system and ensuring the U.S. establishes and enforces rules that safeguard public health and the environment, assure worker safety, protect consumers, and foster scientific integrity.

The Center conducts policy research and analysis, develops and promotes reform proposals, creates tools to encourage citizen participation, and builds broad-based coalitions to achieve these goals. The organization had its first leadership transition in 28 years in 2011 and is reorganizing its work to improve its capacity to help the American people understand what the regulatory system does, how it can work more effectively, and how citizens can engage with decision-makers. The Director of Regulatory Policy will be an integral part of the leadership team that implements this vision.

Job Description

Reporting to the President, the Director of Regulatory Policy will have the opportunity to develop a long-term vision for the regulatory program and establish new research and outreach projects. He or she will be part of a senior management team that advises and supports the President, sets policy for the organization, and contributes to building the organization's strategic objectives and systems to support the organization's mission. Responsibilities include:

• Developing and directing strategies for monitoring, analyzing, and reforming regulatory policies and system reforms -- especially environmental, health, and safety regulations;
• Directing the writing and production of reports, articles, policy briefs, and congressional testimony (and recruiting/commissioning research specialists if required);
• Identifying emerging issues and new research and policy projects in the regulatory field;
• Developing (with the President and Communications Director) strategies for informing the media, policymakers, allied organizations, and the public on regulatory issues;
• Serving as liaison to key congressional committees and executive agency staff, and assisting with legislative and policy support as requested;
• Serving on the Executive Committee of the Coalition for Sensible Safeguards and helping to shape its advocacy strategy and the advocacy strategy of the Center; and
• Serving as the organization's primary spokesperson on regulatory matters.

The Director of Regulatory Policy will be expected to work with colleague organizations in the public interest community, maintain communications with congressional and administration staff, and serve as a resource for the media and allied organizations working at the state level.

Qualifications

• Excellent strategic, analytic, writing, and verbal communication skills;
• Expertise and strong knowledge about regulatory policy, administrative procedures, and specialized experience in at least one regulatory area that we cover;
• An ability to think critically and analytically;
• A strong commitment to social justice issues;
• Experience managing and supervising staff;
• Experience working with media and in building coalitions is preferred;
• Blogging and social media experience is helpful;
• At least seven years of related public policy experience; and
• An advanced degree is preferred.

Salary & Benefits
